Subject:  PROGRAMS AND PLANS--Aircraft Services Support 

Attached is a copy of a memorandum dated June 2, 1997, from 
Barbara J. Ryan, Associate Director for Operations, announcing the
appointment of Ms. Burma Campbell as the new U.S. Geological Survey(USGS)
Aviation Manager. On a related matter, we have been notified that 
because of budget cuts, the Department of the Interior Office of 
Aircraft Services(OAS) will be passing fiscal year (FY) 1998 costs for 
user services to the bureaus.  The Water Resources Division(WRD) costs 
will be billed by this office to the end users. The USGS will pay 
OAS $287,000 in FY 1998. We have been trying for more than a month to 
obtain a breakdown by cost center for the WRD.  We will share the 
breakdown of the FY 1998 district and project costs for OAS services 
as soon as they are available.  If you have any questions, please contact
