Subject:   Technical and Financial Management of the USGS FY 1997 Initiatives

This memorandum will formalize the procedures to be used by Water Resources
Division (WRD) to provide technical oversight and management of funds for the
U.S. Geological Survey (USGS) fiscal year (FY) 1997 initiatives.

Technical oversight:

The official WRD representative on the bureau implementation team for each
initiative will act as the WRD coordinator for that initiative.  These
individuals will have overall responsibility for ensuring that the tasks in
the initiative workplan are accomplished and products are delivered.  They
will have authority to direct funds associated with the initiative to
district, National Research Program (NRP), or headquarters projects, as
appropriate, to accomplish the goals of the initiatives.  The coordinators
will work with district, NRP, and headquarters staff to identify the
individuals who will actually do the technical work for each initiative.  
The initiative coordinators are:

Abandoned Mine Lands            Herbert Buxton
Drinking Water                  Dennis Helsel
Infrastructure Resources        James LaBaugh
National Atlas                  Greg Allord
Urban Hazards                   Ernest Hubbard


Financial Management:

Geologic Division and National Mapping Division have transferred funds to the
Director's Office (DO) for the National Atlas (Water Res. Assess Program) and
Urban Hazards (DC&A Program) initiative.  The DO will authorize the money to
WRD, and WRD will allocate it out from there, similar to the way we
allocate all other Federal funds.  

New program numbers have been established in AIS for the following 
FY 1997 initiatives:

Please provide a dedicated account number to which we can allocate the FY 1997
initiative funding.  We will track the allocation of these initiatives by the
established program numbers in AIS to tie the pieces together that are
presently within our base line items.  A report of funds allocation will be
available in AIS after the allocation of initiatives are complete.
