Virginia - There has been no discussion here in Reston since before the
furlough.  Obviously no one can expect you to meet the original deadlines
and these were designed to be used during the FY97 budget process in
Congress.  We are unsure of how the FY97 process will proceed this year
(usually by this time of year all of the numbers and all of the words for
the next budget have been locked in - but this year we have no numbers and
only the most preliminary set of words).

Anyway, I think the State Fact Sheet effort is worthwhile and I hope it can
proceed but at a slower pace than initially defined.

We will be asking the Regional Hydrologists their views on this issue next
week.  District Chiefs should let their RH know what they think.  I hope
that we can develop a WRD position as we move into a Bureau-level
discussion of what we can do and should do with the new State Fact Sheets.
