Schneider First Announcement CALL FOR CONTRIBUTIONS D E S T R U C T I V E W A T E R WATER-CAUSED NATURAL DISASTERS - THEIR ABATEMENT AND CONTROL A Conference Within the Framework of the International Decade for Natural Disaster Reduction held in conjunction with the North American Water and Environment Congress '96 June 24-28, 1996 Anaheim, California USA Organization International Association of Hydrological Sciences (IAHS) American Society of Civil Engineers (ASCE) in cooperation with International Union of Geodesy and Geophysics (IUGG) United States Geological Survey (USGS) UNESCO/International Hydrology Program (IHP) World Meteorological Organization (WMO) and cosponsored by Scientific Committee on Water Research (SCOWAR) The World Bank International Association of Physical Sciences of the Ocean (IAPSO) R A T I O N A L E Death and destruction due to flooding continue to be all too common phenomena throughout the world today, affecting millions of people annually. In addition, the inadvertent or accidental pollution of surface waters disrupts the drinking water supplies of thousands more. Despite the investment of billions of dollars to improve public safety to water-related hazards, the population at risk to such hazards remains large. This conference addresses a broad spectrum of issues related to disaster abatement and control, for all types of flooding and accidental pollution. A number of sessions will focus on problem analysis and on the development of improved abatement and control strategies from both theoretical and practical perspectives. Participation is recommended for: Experts in the hydrological sciences Managers of hazard-alert networks and operations centers Administrators with flood and pollution control responsibilities Specialists from the insurance industry Ecotoxicologists and others working in pollution event assessment Land-use planners All others dealing with water-related disasters, their prevention, and control The conference will be held in conjunction with the North American Water and Environment Congress '96 hosted by the Environmental Engineering, Water Resources Engineering, Water Resources Planning and Management, and Waterway, Port, Coastal and Ocean Divisions of the American Society of Civil Engineers. The Congress will provide a forum for discussion and exchange of information on a broad spectrum of areas in water engineering, quality, resources, planning, and management. S C O P E The range of disasters to be discussed at the conference include: Riverine floods generated by excessive rainfall and snowmelt Riverine floods generated by monsoons and tropical storms Coastal flooding and inundation by storm surges Accidental pollution of surface water systems For each type of disaster, the following topics will be covered: Scientific Background Origin and cause Flood magnitude/pollution load Impact of human activity From Data to Effective Warning Forecasting and warning methods Use of modern technology (DDS, GIS, satellites) Operational aspects of warning (organization, communication,reliability) Preparedness Prevention Abatement and Control Techniques Infrastructure/facilities Nonstructural methods and land-use planning Implementation Operational management Environmental impact of control Benefit/cost analysis Risk and Insurance Level of protection Social factors and risk perception Evaluation of Existing Warning Systems Beneficial Aspects of Floods These topics will be discussed from both a scientific and engineering perspective to facilitate the development of new methods and techniques as well as the improvement of operational practices. Invited speakers will introduce the various topics and a number of keynote speakers will highlight recent developments and emerging priorities. Technical presentations will be made during the day in both oral and poster sessions. Workshops addressing selected topics in more detail will be held during the evening. Ample time will be reserved for participants to meet and discuss issues of concern. A proposal to improve international and interbasin cooperation among hazard alert network operators, and other organizations responsible for disaster abatement and control, will also be discussed at the conference. Appropriate actions for continuing coordination will be initiated. An information market will provide participants material on new instruments, equipment, and analytical techniques for use in mitigating flood- and pollution-related disasters. Vendors, consulting firms, manufacturers, governmental agencies, and non-profit groups are invited to participate as exhibitors. R E S U L T S The results of the conference will be summarized in a handbook that provides an overview of existing approaches and techniques. This handbook, to be published as an IAHS "Red Book" after the conference, will also contain a selection of the best papers, as well as the invited and the keynote lectures. The abstracts of the papers and posters will be available on CD-ROM, along with the NAWEC '96 Proceedings. The establishment of a platform for the exchange of information among all those involved in operational disaster abatement and control will hopefully be one of the most enduring benefits of the conference. V E N U E The conference will be held at the Anaheim Hilton and Towers Hotel, Convention Way, Anaheim, California. Anaheim is in the greater Los Angeles metropolitan area, and the hotel is close to Disneyland. The Anaheim Hilton is a first-class facility, providing a variety of activities and entertainment. A hospitality and spouses program will be available. C O S T S Although final arrangements have yet to be made, the registration fee is estimated to be approximately $350-400. Rooms at the Anaheim Hilton will be approximately $100 per night. Funds are currently being raised to support participants from countries in need, to reduce their financial burden. The Title of the Abstract Should be in Upper and Lower Case Bold Type: Capitalizing all Words of Four or More Letters For example: U R First (Department of Hydrology, Hometown University, Waterville, NY 01010 USA) I M Second and B J Third (both at: Institute of Water, Town-on-River, United Kingdom) The abstract should be no more than 1 page, with 12 point type. Indent the second line of title 2 spaces if it runs-over (as above). Leave one line blank after title. The author, author names, and text should be limited to a width of 15 centimeters. Type the name of the authors (without punctuation) and address in upper and lower case letters. Do not leave a blank line between authors. Indent second line 2 spaces if it runs over (as above). Underline the name of the author who is to be the point of contact for correspondence. The abstract text should provide a clear statement of the issues, methods, and conclusions of the proposed contribution.
