Hill Assistant Chief Hydrologist for Operations Subject: Water Resources Division Backup Payroll Computer The implementation of the paperless Time and Attendance system will begin in fiscal year (FY) 1997. Payroll duties and the transmission of payroll files to the Bureau of Reclamation will shift from the Colorado District to Headquarters staff (and to the QVARSA Prime computer) beginning with pay period 96/21. This will allow the Water Resources Division (WRD) to stage implementation of the new paperless system throughout fiscal year 1997. We hope to eventually have all sites sending their files directly to the Bureau of Reclamation computer, thus entirely eliminating the need for a centralized collection site. As the role of primary oversight for payroll transmission moves from the Colorado District to Headquarters, a backup payroll computer will need to be designated within the division, the district Prime (DCOLKA) being the logical choice. If an emergency arises, DCOLKA is a proven system with the necessary programs already in place to ensure successful backup payroll processing. The small PAYPERS area of approximately 3,000 records is currently being included in the district's weekly tape backup procedures. While the use of an alternate system due to emergency circumstances has not been a necessity after many years, it seems prudent to continue with a contingency plan during FY 97. Should DCOLKA need to be used for payroll processing during an emergency, the procedures would be transparent to the timekeepers. Headquarters personnel would log onto DCOLKA and process the payroll as though it were being sent from QVARSA, and would continue to respond to any questions from the field. Some district computer support could be required under these adverse conditions.
