This memorandum identifies the cost attributed to Headquarters (and offices under Headquarters' supervision), Regions, and the Districts for DIS-II leased lines, routers, switching computers, and other necessary equipment and maintenance to support the network. The costs to be recovered are as follows: October 1995 - September 1996 Network Lines - FTS2000 Leased Lines $ 962,400 Other " (AT&T, US West) 72,298 Hardware, upgrades & maintenance 165,290 ------------ Total Network Lines Cost $1,199,988 Backbone - DOINET Services $ 392,688 Hardware, upgrades & maintenance 222,332 Total Backbone Cost $ 615,020 -------------------------------------------------------------------- Total Network Cost (Lines + Backbone) $1,815,008 The costs are to be recovered from Headquarters, each Region, the National Water Quality Laboratory (NWQL), the Hydrologic Instrumentation Facility (HIF), Yucca Mountain Project Branch (YMPB), and Branch of Regional Research, Eastern Region (BRR/ER). The total network cost is based on the lines cost plus the backbone cost. The lines cost is for lines between our sites and connection of the sites to the backbone. The charge for lines cost to each Region and Headquarters office is computed by adding the total number of months that all sites in the network pool were on the network (site-months in the table below) multiplied by the average cost of the lines ($738/month). The average monthly line cost was determined by taking the total line cost ($1,199,988) divided by the total site-months (1,626) for all the sites. The backbone cost is associated with the Department of the Interior telecommunications network (DOINET). As described in Water Resources Division (WRD) Memorandum No. 95.31, backbone cost beginning this fiscal year is based upon FTE's. The cost per FTE ($140) was computed by taking total backbone cost ($615,020) divided by the WRD FTE total of 4,393. FTE figures are based on the FTE rate for pay period 06/96 and account for recent buyouts and retirements. For the Western and Central Regions, network costs include the backbone costs for their respective Regional Research Branches. The total network cost for FY 1996 is a decrease of approximately 6 percent from FY 1995 and 10 percent from FY 1994. The network cost has continued to decline even during a period of continued growth and required upgrades. The upgrades are to keep pace with WRD's increased reliance on the telecommunication networks.
