Subject:  Status of Signed Agreements for Fiscal Year 1996

As of the end of the April funding transfer, only 18 percent of the Water
Resources Division's Joint Funding Agreements (JFA) remain unsigned.  This is
a marked improvement over previous fiscal years and a decrease of 7 percent
from the previous month.  Congratulations and thanks to all District Chiefs
and Administrative Officers.  While we recognize that not all Districts have
an equally difficult job in getting agreements signed, we believe that the
following Districts have made significant strides toward meeting the Division
goal of obtaining signed agreements prior to beginning work.
