Subject:        SAFETY--Funding Organizational Safety Programs

Safety issues have become a significant component of every organization's
operation and budget.  The Secretary of the Interior's December 18, 1995,
memorandum emphasized that Interior's policy is SAFETY FIRST, EVERY JOB,
EVERY TIME.  Providing a safe working environment for employees and
complying with safety regulations generated both within and outside the 
U.S. Geological Survey requires both careful planning and dedicated funding.

Two funding mechanisms to be considered are "Project Specific Funding" and
"Overhead Funding."

When projects are budgeted, safety needs should be included.  As an
example, a project located at a hazardous waste site will have numerous
safety needs.  A few of these needs are:

1.      Hazardous waste training for on-site personnel.

2.      Personal Protective Equipment (respirators, protective clothing, hearing
        and eye protection, etc.) used on-site.

3.      Medical Surveillance monitoring.

4.      Environmental Compliance (transportation and disposal of hazardous
        materials).

Safety needs that are not project-specific but benefit the entire district
organizational unit can be funded from an overhead account.  The following
are examples that might be funded using an overhead account:

1.      Budget for Collateral Duty Safety Officer to include:

        a.      Salary
        b.      Collateral Duty Safety Officer safety training
        c.      Annual safety inspections
        d.      Attending DOI Safety and Health Seminar

2.      Defensive Driver training

3.      First Aid/CPR training

4.      Safety equipment used in common use shops or laboratory areas
