It was suggested that we reannounce this opportunity because more is known about the time commitment and the specific tasks that will be assigned to the team. We will also consider nominations from senior budget analysts or administrative specialists in the District. The team will be lead by Kelly Bradley, Chief of the Financial Operations and Reporting Section in Headquarters. The team members include: a District Chief, a District Administrative Officer, a Senior AO, and a representative from the National Research Program. Cheryl Miles, Assistant District Chief for Management Operations has agreed to serve on the team as the Senior AO. The other members have not been determined at this time. The group members will spend approximately 50% of their time working on this effort between November, 1996 and June, 1997. In addition, one or two meetings will be held with the team members to bring them up to speed on the assessment policies during FY 1996 (probably in August). The Division will fund the salary and travel costs for the team members for the time spent on the effort, plus 25% District overhead on the salary costs. The team members will not be relocated to Headquarters, but the District Chief must ensure that 50% of the AOs time will be available to spend on the effort. We estimate that the members will be in travel status approximately one week per month between November, 1996 and June, 1997. There may be an increased travel requirement during the spring to conduct training sessions. The team will be responsible for developing procedures to implement the assessment policies. They will also be reviewing procedures developed by other Divisions to ensure consistent application of policy by all Divisions. After procedures are developed, the group will begin developing and delivering training to managers and administrative employees. A successful candidate will have a good working knowledge of the present assessment system in WRD, have good oral and written communication skills, have good public speaking skills and be willing to present training in a group setting. Concurrence should be received by your supervisor and/or District Chief prior to submission. The nomination should be submitted through the Regional Administrative Officer to be received in my office on June 10, 1996. Email submission is preferred.
