At the time of the earlyout, the legislation governing the payment of 9 percent for each earlyout employee expired and was not in effect if employees retired after October 1, 1995. On November 19, 1995, the President signed into law the Treasury, Postal Service, and General Government Appropriations Act, 1996 (Public Law 104-52). This Act eliminates the termination date of October 1, 1995. It has been brought to our attention by many districts in the Water Resources Division that unidentified charges have shown in their accounts under the object class 1352. These charges are the 9 percent payment. The Division will cover these costs, which total approximately $275,000. We have received a report which provides us with the information necessary to remove the charges from your accounts. If your district has earlyout employees appearing, you should expect to see a credit to remove the charge by March 8, 1996.
