Subject:        MEETINGS--Summary of August Instrumentation     
                Committee Meeting

This memorandum summarizes the August meeting of the Water Resources
Division (WRD) Instrumentation Committee (ICOM).  The meeting was held to
review proposals for new instrumentation projects, to continue work on the
Instrumentation Management, Efficiency, and Quality Study assigned by the
Chief Hydrologist, to review the progress of the 32 projects on the
Committee's priority list, to prepare a first draft of fiscal year 1997
funding for priority projects, and to meet with the Chair of HYDRO21
Workgroup.  A summary of the topics of interest to WRD management are
listed below.  More detailed information on these topics will appear in the
meeting minutes.  Region and district management are invited to contact
their ICOM representatives for questions or comments.  

The ICOM reviewed project proposals for teflon churn splitters, surface
velocity sensors, micro-pulsed radar-contact stage sensors, electronically
compatible discharge measurement equipment, low cost doppler flow meter,
acoustical doppler current profiler next generation, acoustical doppler
current profiler testing/mobile bed, lead weights for wells, and one-stop
shopping for instrumentation.  

The ICOM reviewed test and evaluation projects that were completed under
three general categories at the HIF.  Twelve continuous water quality
monitor/sensor/meter projects were completed, six projects were completed
for evaluation of submersible pressure sensors, and four projects were
completed under the general category of manometer replacement.  A listing
of these projects will appear in the minutes of the August meeting.

The ICOM completed a first cut of funding allocations for fiscal year 1997
priority projects.  At the $200,000 level, 10 projects can be fully or
partially funded by the ICOM.  Eighteen projects can be funded at the
$400,000 level.  Project funding will be reviewed and updated in succeeding
ICOM meetings and finalized early in fiscal year 1997.

The ICOM approved for the USGS, a full service rent, lease, and purchase
program for the HIF.  Eugene Hayes, Chief of the HIF, will be reporting on
a lease-to-purchase plan at the November ICOM meeting.  Customers will be
able to continue to rent equipment, purchase from the warehouse, and also
to purchase through a lease-to-purchase agreement with the HIF.  

The November meeting of the Instrumentation Committee will be a joint
meeting with the Instrumentation Technical Advisory Subcommittee at the
National Training Center in Lakewood, Colorado.  Plans are to review the
first draft of the Instrumentation Management, Efficiency, and Quality
Study for presentation to Senior Staff representatives at the ICOM February
meeting in Reston, Virginia.

The ICOM has invited Tom Yorke, Chief, Office of Surface Water, to attend
the November meeting to discuss how the Committee might support the
real-time hazards warning and HYDRO21 initiatives.
