The National Water Quality Laboratory (NWQL) has a Working Capital Fund component that is a "Fee for Service" and all receipts are for work that is identified and "in the mail." The NWQL does not have authority to take sample income from its customers and "invest" for future fiscal year analytical work. The cut-off for receipt of samples which will be billed through our automated billing system is September 13, 1996. Samples received before or on that date will be billed through the normal process. Samples received between September 14-30, 1996--for which the customer wishes to be billed under current fiscal year funds--must include a special authorization number on the Analytical Service Request (ASR). This authorization number, obtained from Deborah Treseder, (303) 467-8017, (TRESEDER), will allow the samples to arrive through normal log-in procedures but be billed manually. The Working Capital Fund does allow current fiscal year samples received after fiscal year-end to be paid from current year funds-- PROVIDED THE SAMPLES ARE RECEIVED WITHIN A REASONABLE TIME PERIOD. Due to the extreme circumstances surrounding the budget year and the sample collection season, advance payment will be accepted for samples received through December 31, 1996 (the first quarter of FY97). Please provide in writing (email) the number of samples, net dollar amount, and account numbers to be billed. The account numbers must be the same as those referenced on your ASR when the samples are submitted to the NWQL. The NWQL will process all standard vouchers (SV) as promptly as possible. Copies will be be emailed to the project contact in addition to your cost center administrative officer.
