Hirsch) Subject: Official Notice of Government Shutdown The attachment is the official notice of the shut-down for the USGS. I would like to add one thought regarding the designation of "essential" employees. We believe that all of our employees are essential but the rules under which we are operating are that the only employees who should be working during this period are those designated as "excepted" due to their role in shutdown activities or those involved in the immediate protection of property and life. We selected only those employees needed to keep offices open in case of flood emergencies or other issues of immediate importance to life and property. They are empowered to call others back to work as specific emergency situations may develop. Of the 70 Water Resources Division employees who will remain working, 5 are in Headquarters and the rest are in the field.
