Hirsch) Subject: Shutdown of operations As you probably know by this time we are, once again, going through the shutdown process. We have been instructed by the Office of Management and Budget to proceed towards the orderly shutdown of operations by noon Eastern Standard Time (EST). Given that the directive is being issued at about noon EST it is understood that shutdown cannot be completed immediately. Managers at each location need to determine when that has been completed and dismiss their staffs. Please be reminded that you are not allowed to be in USGS facilities or in the field doing USGS work unless you are on the very limited list of excepted employees. I know that many of you would like to get on with your work but we have a real concern with liability should anything happen while you are doing USGS work during this shutdown. Further information is contained in the e-mail message from Kathleen Rutledge (December 14, 1995). I would remind you of the availability of phone messages on shutdown status at three locations.
