Subject:  Award of the Intern Referral and Management Contract

The subject contract replaces the ECO Cooperative Agreement and is
effective immediately. It has been awarded to two firms--The Environmental
Careers Organization and Oak Ridge Associated Universities.  We are in the
process of distributing the "Handbook for Intern Referral and Management
Contract Under the Earth Sciences Intern Program" which will be sent
through our regular mail distribution in the next few days.  The price
schedule (Section B of the contract) for each contractor will be included
in the distribution.  This handbook explains the intern program and covers
the procedures needed to initiate an internship.  It also gives guidance in
changes and areas where we encountered problems with the previous
cooperative agreement.

We suggest all Project Chiefs and Administrative Officers who are or will
be involved in providing internships through these contracts read the
handbook carefully so the transition to these new contracts can be as
smooth as possible, and we can avoid many of the previous problems.

We will provide copies of the complete contracts upon request, although the
handbook covers most of the necessary information.  If you have questions
