Hill /s/ Assistant Chief Hydrologist for Operations Subject: OPM--Submittal of Non-Standard Joint Funding Agreements All non-standard Joint Funding Agreements (JFA's) and related questions concerning them should be directed to your regional office. In the past few months, there have been cases of districts bypassing their regions and sending non-standard JFA's directly to Headquarters. Regions need to review non-standard JFA's initially to determine if problems exist with the format and content of the agreement. The Branch of Operational Support will be glad to review these JFA's if a region deems this necessary. In these cases, Headquarters will recommend any needed revisions in order to make the agreement acceptable for approval by this office and will forward it with comments to the appropriate Regional Program Officer/Program Analyst for return to the district involved. Non-standard JFA's being resubmitted after revisions have been made should be forwarded for approval through your regional office, along with a cover memorandum explaining what requested changes have been made to the agreement. If the Cooperator is unwilling to make any of the requested revisions, this fact needs to be fully explained in the cover memorandum. Any special instructions concerning the agreement should also be included. Following approval of the non-standard JFA by my office, the original agreement will be mailed back to the district for distribution to the Cooperator.
