Shope, Jr. Chief, Branch of Operational Support Subject: PROGRAMS AND PLANS--Procedure Changes for the Cooperative Stream Gaging Program with the U.S. Army Corps of Engineers This memorandum updates changes for the fiscal year (FY) 1996 Cooperative Stream Gaging Program with the U.S. Army Corps of Engineers (COE). The billing procedure changes and disbursement of Army Engineer Replacement (AER) funds sent to you in Catherine Hill's memorandum dated October 20, 1995, subject as above, have been superceded. The COE has requested that the U.S. Geological Survey ignore the COE FY96 plan to authorize Water Resources Division (WRD) districts to individually bill the Portland, Oregon, COE office. The change occurs because the Portland office, COE, is not able to handle separate billings in FY96. We anticipate the COE supporting direct billing at the district level in FY97. Billing for FY96 will be handled, as in past years, with WRD Headquarters authorized to bill COE Headquarters for the entire program cost. This authorization has been made, the COE cost tables have been received, and the Corps will be billed per their direction, in three increments, $571,000, $8,000,000, and $7,189,040. As partial payments from the COE are made to WRD, we will inform you of the monies available to cover work. Following the approval of the Department of the Interior Appropriation or a long-term con- tinuing resolution, the Branch of Operational Support will prepare allocation memorandums to be sent to each district transmitting the COE cost tables and requesting that all COE funding be entered into the district's Administrative Information System database. The memorandums will not address AER funding or FY95 carryover monies. AER funding for FY96 will be distributed by the Office of Surface Water. Carryover funding from FY95 into FY96 will be confirmed in a memorandum by the Division Administrative Officer.
