Please begin the process of doing corrected time and attendance reports for pay periods 01 and 02. The period beginning December 18, 1995 noon EST (or as soon as your office dismissed employees) through January 6, 1996 should be coded on time and attendance reports as administrative leave (hours code 060). Hours that were worked during this period by excepted employees should be coded regular hours (hours code 010). No leave should be coded during the period. Please take action to prepare corrected time and attendance reports for pay period 01 and 02 to adjust the hours codes. No due date has been provided for this exercise, but it should be accomplished as quickly as you can fit it in with other work priorities. Priority should be given to completing T&As for pay period 03 that ends January 20. Accounting issues related to the account number to charge for the furlough costs have still not been decided. Many PRUS adjustments will probably still be required before we finish our work with pay period 01 and 02. A word of good news: My understanding is that the 1996 general schedule pay raises should be effective at the beginning of pay period 03 (January 7, 1996). The general schedule pay raise is 2% plus locality pay for your area. I am only sending this message to you because I talked with you last week about the T&A processing for PP 96-01 and PP 96-02, and I thought you might want to get information as early as possible. As you may have heard, the guidance we originally received from the Payroll Office regarding leave during the furlough period was in error. Therefore, employees should not have been charged for leave from the period December 18, 1995, through January 5, 1996. If annual or sick leave, credit hours, compensatory time, etc., was charged to employees during the furlough period, corrected T&As must be sent to the payroll office changing this leave to administrative leave (hours code 060). There will be a separate official e-mail message from the Personnel Office going to all employees this afternoon providing answers to many payroll questions about PP 96-01 and PP 96-02. Please refer to this guidance to answer questions from your employees. We do not yet have answers regarding the restoration of annual leave for any employee who had scheduled annual leave but was unable to take that leave because of the furlough.
