Subject:  Payment to ECO Associates During the Furlough


As a result of numerous requests that the ECO Associates be paid for
the November 14-17, 1995, furlough period, I requested guidance from
the Office of the Solicitor.  They have recommended that the Associates
be paid as a matter of good will and since neither party was at fault.  In
addition, payment under the subagreements eliminates the administrative
cost of processing a modification to extend each subagreement for the
number of days of the furlough.  Based on the Solicitor's
recommendation, the decision in the Office of Acquisition and Federal
Assistance is that on-site contractors, including ECO Associates, will be
paid for the furlough days based on the regular agreed upon rate (s) in
the contract/subagreement.
