The Senior Staff also decided that we should pursue payment of Environmental
Career Organization (ECO) Associates for their regularly scheduled hours
during the furlough period.  These payments are subject to approval by the
Contracting Officer for the Cooperative Agreement.  We will begin discussions
with the Office of Procurement and Contracts as soon as possible.

The Senior Staff decided NOT to pay associates for the days missed beyond the
furlough period (after January 5, 1996) due to ECO's decision not to send the
associates back to work.
