Subject:  Direct Access to The Standard Tender of Service (STOS)  
          Program of the General Services Administration (GSA)

This is a follow-up to our memorandum of April 30, 1996, on the subject
matter.  This information should be disseminated to all offices arranging
motor freight shipments.

The GSA automated STOS program is not yet on-line.  However, when the service
becomes available, Survey offices with a modem and their own access code will
be able to access the GSA Muffin system and obtain tendered carrier rates.  To
request an access code, offices need to contact the GSA Atlanta office,
Mr. Robert Clayton, at (404) 331-3133 or by fax at (404) 331-0019.  For your
convenience, page 2 is a partially completed fax transmission sheet for this
purpose.  When calling GSA, offices need to be prepared to provide their
complete mailing address, a central point of contact, and telephone number.

To assist you further in your transportation needs, we are providing you with
GSA tender information on some nationally known motor freight carriers.  By
calling these carriers directly and referring to the GSA tender numbers
provided, you will be quoted rates applicable to the appropriate tender.  The
acronym "SCAC" stands for Standard Carrier Alpha Code and is placed in block 2
of the GBL (SF 1103).
