Beginning today, Monday, March 4, 1996, Rich Williams will serve as Acting
Chief, Office of Human Resources (HRO) for a period of 6 months.  He can be

I extend my sincere thanks to Kathy Rutledge for her outstanding leadership
as Acting Chief for the last 8 months.  Her advice and assistance and the
support provided by the HRO staff, during a period filled with unusually
difficult and challenging events, was invaluable.  Kathy will be completing
several staff assignments during the next few months.  She can be reached
