Hill Assistant Chief Hydrologist for Operations Subject: Reassignments of U.S. Geological Survey Geologic Division Personnel Many of you have been successful in attracting well-qualified Geologic Division (GD) employees to your programs. We certainly appreciate your efforts to date and encourage you to continue to identify opportunities for other employees who will be effected by the Reduction-in-Force. The following information is important for you to keep in mind as you process the personnel actions to reassign GD employees to the Water Resources Division (WRD): 1. Reassignments to permanent positions (not "time-limited") must have an effective date of October 15, 1995, or earlier in order to avoid a break-in-service. This means that the GD employee must be on WRD roles at the WRD duty station by that date. 2. If there is a break-in-service, the former GD employee must be reinstated. The effective date of that action would be the date the individual reports for duty at the WRD duty station. The department's hiring restrictions do not apply to these reinstatements. 3. All relocation expenses will be paid initially by the WRD gaining office. The GD will reimburse that office for 50 percent of those costs. 4. If a WRD office appoints a GD permanent employee to a time-limited appointment of 13 months or less without a break-in-service of more than 3 days, and that employee is entitled to severance pay, i.e., the employee is not eligible for retirement benefits, the GD will pay the severance entitlement when the employee is ultimately separated. If the time-limited appointment exceeds 13 months and there is no break-in-service of more than 3 days, the GD will pay 50 percent of the severance entitlement. 5. If a WRD office appoints a former GD permanent employee to a time-limited appointment of any duration after a break-in-service of more than 3 days, the GD will pay the full severance entitlement when the employee is ultimately separated. 6. GD employees who accept WRD positions at a lower grade than their last position with the GD, are not entitled to "save grade" or "save pay" provisions. They may be given "highest previous rate" but not to exceed step 10 of the WRD position. If you have any questions about this information, please contact Dennis J.
