Willis Bureau Security Manager Subject: Unauthorized Solicitations The Security Management Office received several complaints recently involving solicitations from a company representing themselves as the "Employees Benefit Plan." USGS employees were contacted via telephone by a salesperson and asked to set up an appointment. In some instances, the salespersons have misrepresented themselves as being from the USGS Personnel Office. Soliciting alms, commercial or political soliciting, and vending of all kinds, displaying or distributing commercial advertising, or collecting private debts on GSA-controlled property is prohibited. The only exception is for solicitations for national or local drives for funds to private voluntary organizations approved by the U.S. Office of Personnel Management under Executive Order 12353. If you are contacted by an individual representing the "Employees Benefit Plan," try to obtain the salesperson's name and telephone number. Then state that this is a Federal Government Agency and that soliciting is prohibited. Please report any attempted unauthorized solicitations to the Security Management Office on extension 4467.
