Subject:  Thrift Savings Plan--Open Season Delays

We have been notified by the Payroll Office that because of delays
resulting from the furlough, Thrift Savings Plan open season changes
which were to be effective January 7, 1996, were not processed in Pay
Period 9603 (ending January 20).  These changes were made effective
January 21, 1996.  No automatic retroactive deductions were made.  If
you made a change to take effect January 7 and you wish to have a
retroactive deduction made for the late pay period, please fax your
request to the Payroll Office's Benefits Processing Group, D-2671,
