Cohen Assistant Secretary--Policy, Management and Budget Subject: Suspension of Operations The Office of Management and Budget has directed that we suspend operations of the Department of the Interior in accordance with our shutdown plan. All employees not designated "excepted" in bureau shutdown plans should immediately complete necessary shutdown activities, such as securing work stations and facilities and canceling meetings and other previously arranged business. Shutdown activities have been identified by supervisors and shared with employees. Unless you are otherwise specifically notified, shutdown activities should be completed by 12:00 noon for facilities in the East and as soon as practicable (not to exceed three hours) at facilities in the rest of the country. Employees who have been designated excepted by their bureaus to complete additional shutdown activities or to protect life and property have or will be notified by their supervisors. These employees are to continue to report for duty until released by their bureau. No travel may be undertaken by excepted employees, except travel related to shutdown or protection of life or property. This emergency shutdown will continue until the President has signed an Interior Department appropriations bill, continuing resolution, or other action to make continuance of the shutdown unnecessary. Employees are expected to monitor the news media for notice of the President's action. Employees should report to work at the beginning of their normal shift after the President approves funding. The directive to suspend activities does not apply to the Bureau of Reclamation, which has received 1996 appropriations, or to components of other bureaus identified in the shutdown plan as funded from carryover balances of no-year, multi-year or permanent appropriations. We understand how difficult this situation is for Federal employees and commend your patience and professionalism during the entire budget process and appreciate it. We are confident of your full cooperation as we focus on the process of suspending operations and providing protection for life and property. We will do our best to keep you updated.
