Hopper, Jr. Acting Deputy Assistant Secretary for Human Resources SUBJECT: National Hispanic Heritage Month - 1996 In recognition of the outstanding achievements of Hispanic Americans, the period beginning September 15 through October 15 is designated as National Hispanic Heritage Month. The theme for this year's observance is "Hispanics Challenging the Future." Our Nation's history provides ample evidence of the social, cultural and economic contributions Hispanics have made to our nation. However, we should not view this diverse culture only in terms of the past, but rather, what we can hope for as Hispanics challenge the future. Just as they have contributed to our nation as leaders in government, business, education, science, sports, and the arts, Hispanic Americans will continue to help lead the country towards a new century marked by accomplishments inspired by their strong heritage. Throughout the month, there will be programs and activities to recognize the achievements and contributions of Hispanics to our nation. You are encouraged to participate in these activities, celebrate the rich diversity of our nation, and reaffirm those principles that are the common heritage of all Americans - freedom and equality.
