WATER RESOURCES DIVISION MEMORANDUM NO. 96.33

Subject:  TRAVEL AND TRANSPORTATION--Foreign Travel Vehicle Liability     
          Insurance.

The purpose of this memorandum is to establish a uniform Water Resources 
Division (WRD) policy on vehicle liability insurance coverage when official 
duties require a WRD employee to operate a vehicle in a foreign country.

WRD employees planning to operate a motor vehicle in a foreign country 
in the performance of their official duties should be prepared to 
purchase vehicle liability insurance.  The Federal Tort Claims Act does 
not cover Government employees outside of the United States.

Reimbursement for payment of liability insurance for Government-furnished or
privately-owned vehicles used for official business in foreign areas is
authorized under Joint Travel Regulations (JTR), Part 301-9.1 and
U.S. Geological Survey Manual (SM) 340.3.4C(2).  Reimbursement for payment of
liability insurance for rented or leased vehicles for use on official business
in foreign areas is authorized under JTR 301-3.2(c)1 and SM 340.3.4C(2). Claim
for reimbursement of these expenses is to be made by travel voucher or Standard
Form 1164, Claim for Reimbursement for Expenditures on Official Business.
