The new government contract for overnight service has been awarded to
Federal Express with an effective date of August 16, 1996.  I do not
know the length of the contract but it will be provided from the 
Office of Procurement and Contracts when they make official notification 
of the contract award.  The term "government overnight" will no longer be 
used.  The new government rate is already in effect and has been included 
in the new installed software package for those offices having a Federal 
Express computer system.

There have been confusing calls from the field, passed on by local 
carriers, regarding the new contract.  Please refer any questions you 
have regarding new procedures to the Federal Express Customer Service 
number, 1-800-463-3339.
