The Bureau Operations Council has agreed that the implementation of changes in
the bureau assessment rate (5.5%) should be postponed until the start of FY
1998.  The implementation schedule for the changes to the assessment system
will be presented to the Bureau Policy Council on July 12, 1996.  We do
anticipate that they will change the recommended implementation schedule.  We
will update you on the status of the implementation schedule after that
meeting.  For planning purposes, office should continue to use the rates and
exemptions in effect this fiscal year.
