Subject: National Stream Quality Accounting Network, Fiscal Year
(FY) 1999
This memorandum contains a summary of National Stream Quality Accounting
Network (NASQAN) status and funding for FY99. Details of NASQAN station
operation and protocol changes are contained in the NASQAN National
Operations memo, which will be released shortly by the Office of Water
Quality (OWQ). Archival copies of these memos can be obtained from the
NASQAN Web site (http://water.usgs.gov/public/nasqan) once it is fully
operational later this fiscal year. Sampling schedules, special
analytical schedules and special studies pertaining to a subset of
stations or basins will be discussed at the NASQAN National Meeting to
be held on November 4, 1998, in Denver at the National Training Center.
NASQAN Stations
Stations included in the NASQAN Program (Table 1) are basically
unchanged from FY98. NASQAN will continue to augment sampling performed
on the Mississippi at Grafton, Illinois, to add high-flow samples to the
monthly sampling already being performed for the State of Missouri.
Two NASQAN stations are in 1997 NAWQA study units (SU): Yellowstone
River at Sidney and Tennessee River at Paducah. NAWQA will collect
additional samples at the Yellowstone using their own crews. Sample
collection procedures and analytical schedules will be the same for
NASQAN and NAWQA samples to ensure data comparability. The Lower
Tennessee NAWQA SU will not be using the Tennessee River at Paducah as
their integrator site because of ungaged diversions between the
Cumberland and Tennessee Rivers. NASQAN will continue to operate the
station to characterize loads coming from the Tennessee River.
Sampling Frequency
Sampling frequency (Table 1) is unchanged from FY98. As in the past,
Districts are paid by an initial transfer for "fixed" samples and other
station costs, such as charges for operating a gage at the station.
Initial transfers also include the salary costs for technicians
attending the NASQAN meeting and workshop in Denver. Cost for collection
of event samples are held until July and released once event collections
have been made. This provides flexibility for the program in case of
unusual flood events by permitting sampling to be increased in one area
and reduced in another.
The amount of the initial transfer is shown, by station, in Table 2.
These figures are the costs as requested by the Districts and reflect
modifications that were made during subsequent cost negotiations. No
unilateral cost changes were made by the NASQAN Program. If there are

For some Districts, there is special funding included in the initial
transfers are outlined below:
TX District: $8,400 for collection of event samples in late FY98
associated with Hurricane Charlie.
NV District: $3,000 for boat retrofitting for sampling after dismantling
of the cableway historically used to sample the site below Hoover Dam.
MO District: $10,000 for a portion of the boat replacement cost for the
vessel sunk during NASQAN sampling during FY98.
The "NASQAN Fixed QW" figures shown in the attached table should be
entered on the CBR request frame in AIS as your request for FY99
water-quality funding. Where applicable, funding for surface-water gages
are shown in a separate column and should be entered into the
appropriate request frame. The NAWQA portion of charges are handled
differently in each District and SU. Contact the appropriate SU chief
concerning those funds.
Costs for attending the Water-Quality Field-Methods class are NOT
included in the initial transfer. These funds are held until the class
has been completed for those who requested the class (AR, LA, ND, NE,
OR, UT). Process travel and course fees locally and send a request for
funds to Rick Hooper.
For your information, the funding held in reserve for event sampling (as
shown in Table 1), is contained in Table 3.
Analytical Schedules
Analytical schedules have been changed slightly for FY99. Sediment
chemistry and dissolved trace element chemistry will be determined at a
reduced frequency of four times per year (rather than with every
sample). Selenium and boron, two constituents of concern in the arid
western basins, are included in Schedule 998 and will continue to be
analyzed for in every sample.
"Central" sediment labs will be used for all NASQAN samples to ensure
data comparability across the basins. All NASQAN samples from the
Mississippi and Rio Grande Basins should be sent to the Iowa Sediment
Lab; Columbia and Colorado samples should be sent to CVO.
Laboratory Charges
Both National Water Quality Laboratory and Sediment Laboratory charges
are directly billed to NASQAN using the appropriate Basin account
number. Sediment lab charges are not included in the funds being
transferred to the Districts. Account numbers that should be used are:
Colorado River 4883-15020
Columbia River 4883-15030
Mississippi River 4883-15040
Rio Grande 4883-15050
These account numbers are to be used ONLY for laboratory charges and not
for supplies, equipment, or other costs. (Funds for those items have
already been included in the amounts transferred to the Districts.) Any
charges to these account directly by Districts will be rejected. Any
extraordinary expenses must be discussed with Rick Hooper. Once
approved, funds will be SV'd to Districts to cover such costs.
Program Coordination
Each NASQAN basin has a "Basin Coordinator" who is the primary contact
for operational questions. For FY99, the basin coordinators are:
Mississippi Basin: Richard Coupe (rhcoupe), Jackson, MS; (601) 933-2982

Colorado Basin: Bob Hart (bhart), Flagstaff, AZ; (520) 556-7137
Columbia Basin: Valerie Kelly (vjkelly), Portland, OR; (503) 251-3244.
Rick Hooper (rphooper; Marlborough, MA; 508/490-5065) serves as the
National Technical Coordinator, and is the primary contact regarding
budget questions.
Interpretive reports will be a major activity of the program during
FY99. Approximately 10 reports are planned for completion during the
next fiscal year. Factsheets describing the re-designed national program
are available from the OWQ in Reston. Factsheets for the Columbia and
Rio Grande Basins were recently printed and are available from the Basin
Coordinators or OWQ. The Mississippi and Colorado factsheets will be
completed during the next few months.
Allocation of NASQAN Resources
The allocation of program resources is similar to past years, except for
the decline in laboratory analysis costs. Those funds are being used to
pay for the development of interpretive reports by members of the
Minnesota, Georgia, and Oregon Districts.
