Subject: Hydrologic Benchmark Network, Fiscal Year (FY) 1998
This memorandum contains a summary of status and funding for Districts
that will be operating Hydrologic Benchmark stations during FY 1998.
Table 1 lists the 49 surface-water gaging stations that will be operated.
One site in Idaho was discontinued during FY 1997 and will not be
restarted. Funds for the collection of all streamgaging records will be
distributed by the Office of Surface Water with other CBR streamgaging
funds early in FY 1998. Funding includes basically the same amounts as
for FY 1997 with modest increase to account for the WOTSC increase.

No program-wide water-quality monitoring will be conducted at these sites
because of funding limitations. We will continue some water-quality work
in the following areas:
1. Fund the second year of a three-year study to measure the effects of
sulfur and nitrogen emission reductions on surface-water-quality at five
Hydrologic Benchmark sites in Pennsylvania, New York, and Maine.
2. Begin a three-year study to evaluate the extent of soil calcium
depletion and the effect it has on stream chemistry and the stream's
ability to recover from acidic deposition at seven Hydrologic Benchmark
sites in Pennsylvania, New York, Maine, North Carolina, and Tennessee.
3. Develop another regional topical study or design a subset of the
national network to answer focused questions about hydrologic systems in
natural settings that are needed by water managers. This plan will be
completed during FY 1998. Any additional monitoring required will be
coordinated with the Districts involved.
FY 1998 funding transfers for water-quality work will be made after
receipt and approval of a study proposal and/or progress accomplished
statements.
We also will complete the preparation and publication of four USGS
Circulars which document all of the water-quality results of the
Hydrologic Benchmark Network from its start in 1963 through 1995. This
work will be done with support from the Wyoming and Colorado Districts.
The distribution of funds for the Hydrologic Benchmark Network in FY 1998
is anticipated to be as follows:
