Subject: National Stream Quality Accounting Network, Fiscal Year (FY) 2000
This memorandum contains a summary of National Stream Quality Accounting Network
(NASQAN) status and funding for FY 2000. Details of NASQAN station operation and
protocol changes are contained in the NASQAN National Operations memo, which was
released at the September meeting in Carson City, Nevada.
NASQAN Stations
Stations included in the NASQAN Program (Table 1) are unchanged from FY 1999.
NASQAN will continue to augment sampling performed on the Mississippi at
Grafton, Illinois, to add high-flow samples to the monthly sampling already
being performed for the State of Missouri.
The same cooperative arrangements with the NAWQA Program that were established
previously for sampling will continue this year.
Sampling Frequency
Sampling frequency (Table 1) has been reduced by one sample per year at stations
where event samples were collected because of reductions in funding. No event
sampling was planned for the Colorado, so there is no reduction in sampling in
that basin. For the Columbia and Rio Grande Basins, the event collections were
reduced by one sample. Because concentrations vary more with discharge in the
Mississippi, the "fixed" collections were reduced by one, but the event
collections remain the same. Don Goolsby (Central Region) will be distributing
guidance to the Mississippi stations on how samples should be allocated. Cost
for collection of event samples are held until July and released once event
collections have been made. This provides flexibility for the program in case of
unusual flood events by permitting sampling to be increased in one area and
reduced in another.
The amount of the initial transfer is shown, by station, in Table 2. These
figures are based on the amounts provided by the Districts in August, 1999.
However, as per the agreement between Cathy Hill and the Regional Program
Officers, all amounts were reduced by 9 percent to reflect lower DOTSC and WOTSC
rates after restructuring. No adjustments specific to each District are being
made this year. If Districts have any concerns about this policy, they must
check with their Regional Program Officer.
The "NASQAN Fixed QW" figures shown in the attached table should be entered on
the CBR request frame in AIS as your request for FY 1999 water-quality funding.
Where applicable, funding for surface-water gages is shown in a separate column
and should be entered into the appropriate request frame. The NAWQA portion of
charges is handled differently in each District and study unit (SU). Contact the
appropriate SU chief concerning those funds.
For your information, the funding held in reserve for event sampling (as shown
in Table 1), is contained in Table 3.
Analytical Schedules
There are no changes in the analytical schedules to be used this year. "Central"
sediment labs will be used for all NASQAN samples to ensure data comparability
across the basins. All NASQAN samples from the Mississippi and Rio Grande Basins
should be sent to the Iowa Sediment Lab; Columbia and Colorado samples should be
sent to CVO.
Laboratory Charges
Both National Water Quality Laboratory and Sediment Laboratory Charges are
directly billed to NASQAN using the appropriate basin account number. Sediment
lab charges are not included in the funds being transferred to the Districts.
Account numbers that should be used are:
Colorado River 4883-15020
Columbia River 4883-15030
Mississippi River 4883-15040
Rio Grande 4883-15050
These account numbers are to be used ONLY for laboratory charges and not for
supplies, equipment or other costs. (Funds for those items have already been
included in the amounts transferred to the Districts.) Any charges to these
accounts directly by Districts will be rejected. Any extraordinary expenses must
be discussed with Rick Hooper. Once approved, funds will be SV'd to Districts to
cover such costs.
Program Coordination
Each NASQAN basin has a "Basin Coordinator" who is the primary contact for
operational questions. For FY 2000, the basin coordinators are:

Rick Hooper (rphooper; Marlborough, MA; (508/490-5065) serves as the National
Technical Coordinator, and is the primary contact regarding budget questions.
A special issue of Hydrological Processes will be produced this year that will
contain approximately 12 reports interpreting data collected by NASQAN. In
addition, a Water Resources Investigations Report with load calculations for
WY 1996-WY 1998 will be released.
Allocation of NASQAN Resources
The allocation of program resources is similar to past years.
The breakdown of funding by category in FY 2000 is:
Sample Collection: 52%
Laboratory Analysis: 20%
Data Interpretation: 12%
Program Coordination: 4%
Administration: 5%
