Subject:  Preliminary distribution of Observation Well
          Committee report

Sent herewith is a preliminary copy of pages 1 and 2 and 7-15
inclusive of the report submitted to me on December 5, 1956, by
the Observation Well Committee.  Page 3-6 inclusive of the report
are not included in this preliminary distribution inasmuch as they
are concerned primarily with exhibit material developed by the
committee in coming to grips with its assigned task.  I hope you
will find the report a useful reference in preparing the estimates
requested by my memorandum No. 57.18 (dated Nov. 29, 1956), and in
anticipating some of the revisions that will be necessary in
processing the 1956 water-level data for transmittal to Mr.
Clark's office in Austin.
