Abstract
This project will be a comparative analysis of how multiple political jurisdictions
manage groundwater supplies which extend across international boundaries.
The study will examine binational strategies used to jointly manage aquifers
between the United States and Canada; France and Switzerland; and Israel and
the Palestinian Authority. These strategies will be utilized to suggest groundwater
allocation and use measures that could be used to manage aquifers shared by
the United States and Mexico. Later, representatives from the governments
of Texas and Mexico will test how well the proposed management plans may work
in simulation exercises.
