Year 2000 Compliance Certification


The Water Resources Applications Software available from these web pages are made available by the U.S. Geological Survey (USGS) to be used in the public interest and the advancement of science. Users may, without any fee or cost, use, copy, modify, or distribute this software, and any derivative works thereof, subject to the USGS software User Rights Notice.

The USGS has classified the majority of the Water Resources Applications software available from these pages as mission-essential systems. This includes nearly 60 different software systems.

Programs are labeled compliant based on (1) there are no date-related functions in the program (compliance is assumed based on a review of the code), (2) Time is referenced relative to a start time of 0 or 1 (compliance is assumed based on a review of the code), or (3) All date-related functions use 4-digit values to represent the year and there were no date-related problems with pre-2000, post-2000, or spanning 2000 (compliance based on testing with various date combinations).

Programs are labeled compliant with revisions when (1) some data fields restrict year values to a maximum (such as 2000, 2020, and 2080), when these maxima are raised to 9999 the program will be compliant or (2) the 400-year exception to the 100-year leap year skip rule is not correctly applied, when this is corrected the program will be compliant.

Not tested. Believed to be Compliant. The USGS has not separately tested HSPF. No problems were detected when HSPEXP and GenScn were tested. Only one function in HSPF uses 2-digit years, SEQ input. As of version 11, HSPF will assume that IF: 1) the SEQ file starts in year "90" or later AND 2) the run starts in the first 10 years of the century THEN it reasonably assumes that the data starts a few years early rather than eighty or ninety years later.
