At its 19th Session held in Geneva, April 17-20, 2002, the Intergovernmental Panel on Climate Change (IPCC) welcomed a proposal from WCP-Water and the Dialogue on Water and Climate for the preparation of a Special Report on Water and Climate. A large number of the IPCC delegates supported the proposal. The IPCC recommended that its Working Groups I and II prepare a scoping paper in collaboration with Working Group III. This scoping paper should be developed in consultation with WCP-Water and the Dialogue on Climate and Water. A draft scoping paper should be developed within the next 3-4 months. The full scoping paper will be considered at the next IPCC Session (in about one year). On the merits of the scoping paper, the IPCC may then decide to develop a full Special Report on Water and Climate.
