Subject:  PUBLICATIONS--Technology Transfer - Transmittal of the World
                        Meteorological Organization (WMO) Report "Concepts
                        and Techniques in Hydrological Network Design" by
                        M. E. Moss

The attached copy of the subject report should be of interest to those members
of your staff involved in network design and analysis.  The recent emphasis
on network design and analysis has resulted from the desire and need to
provide hydrologic information in the most cost-effective manner.  The
subject report discusses such timely subjects as the philosophy of network
design, the value of data in the planning, design, and operation of water-
resources projects, the statistical and hydrological tools which are the
building blocks of network design and application of specific techniques to
several types of hydrological network design (precipitation, ground-water,
water-quality, and surface-water networks).
