Subject:  PUBLICATIONS--Papers on Land Subsidence Presented at the
                        ASCE Annual Convention, October 1979

Enclosed is a reprint of a series of papers which provide a
discussion of the environmental, legal, and socioeconomic problems
that result where land subsidence occurs as a consequence of the
withdrawal of fluids from subsurface zones or reservoirs.  These
papers were presented at an October 1979 session which was
sponsored by the Committee on Ground Water of the Irrigation and
Drainage Division of the American Society of Civil Engineers.  The
first paper, by Joseph F. Poland, serves as the keynote paper for
the series.  In this paper, he defines the nature of the subsidence
phenomenon and describes its extent for 17 areas in the United
States that exhibit land surface subsidence due to ground-water
withdrawal.  This series of papers honors Dr. Poland's pioneering
research and dedicated study of the subsidence phenomenon.

These papers should be directed to the attention of all WRD
hydrologists to acquaint them with the multitude of environmental,
legal, and socioeconomic problems that may occur if land
subsidence is induced by large withdrawals of ground water or
other fluids from subsurface zones or reservoirs.  A small supply
of reprints of this series is available upon request to this
office for those who may be planning or working on field
investigations where subsidence is an ongoing or potential
problem.
