                            the Congress by the Comptroller
                            General of the United States,
                            June 21, 1977.

A xerox copy of the subject report is enclosed for your
information.  We had only enough copies for a limited
distribution.  It describes major ground-water problems in the
U.S.A. and examines policy questions regarding the State and
Federal roles in ground-water management.  The report also
addresses data needed for adequate ground-water management and
appropriate agency responsible for providing the data.
