Attached is a copy of a speech by the Director, V. E. McKelvey,
presented December 6, 1971, at the Symposium on Underground Waste
Management and Environmental Implications in Houston, sponsored by
the American Association of Petroleum Geologists and U.S.
Geological Survey.  The speech introduces new thoughts about the
utilization and management of "underground space."
