GROUND WATER BRANCH MEMORANDUM NO. 58.39

To:      District Chiefs and Staff Officials, Ground Water Branch

Subject:  REPORTS - Revision in style and submission of Monthly
                    Significant Happenings report.

In order to keep the Washington office better informed of the
activities, plans, programs, and other matters affecting the
operation of the Ground Water Branch, the field offices are
requested to use a uniform system of reporting the monthly
Significant Happenings.  The present reports being received
generally follow no particular form, not is they uniformity
between District offices as to what events are significant.
Monthly reports containing significant items are not only of value
to the Washington office but also constitute a valuable historical
record for the initiating office.  The statements should be clear
and concise, and should be arranged in the following order under
the following headings:

   I.  ADMINISTRATION AND PERSONNEL ASSIGNMENTS

          Any item of more than routine interest which should be
brought to the attention of the Branch Chief, such as assignments
within the District, dates of arrival and departure, etc.


  II.  CHANGES IN INVESTIGATIONAL PROGRAM

          (a) New or discontinued cooperation

          (b) Beginning of new studies (important research
projects, or major programs).  Call attention to significant
aspects of study.


 III.  CONSULTATIONS WITH COOPERATING OFFICIALS AND
          OTHER INTERESTED AGENCY REPRESENTATIVES

          Summarize briefly the purpose of the consultation, the
          topics discussed, and the results of such conferences.
          Include names of participants.


  IV.  IMPORTANT VISITORS

          Include purpose of visit and results of visit, if any.


   V.  ATTENDANCE AT MEETINGS

          (a) Important meetings of regulatory or coordinating
              groups interagency committees, compact commissions,
              etc., (give names of principal participants at
              meeting).

          (b)  Scientific meetings (summary statement with
               particular mention of outstanding events.)

          (c) Local nontechnical meetings (as above).

          A brief statement should be given as to the purpose of
the meetings, the subjects discussed, and conclusions or decisions
reached.


  VI.  ADDRESSES AND PAPERS

          Scientific and technical papers, and informal local
          addresses.  (State whether or not paper is to be
          published, and by whom).


 VII.  OTHER EVENTS

          List items that do not properly fall into any of the
other sections, but in your opinion would be of interest to other
field offices and to the Washington office.  Personal or quasi-
official happenings that occur during the month in the various
district offices should be reported under this heading.

Observance of the above outline and restriction to significant
items by field offices in submitting monthly reports will enable
this office of consolidate and present to higher echelons a more
concise and meaningful picture of the operations, objectives, and
accomplishments of the Branch.  Consideration is begin given to
consolidating significant items taken from these monthly reports
into a semi-annual report for the Branch to be distributed to the
field offices for their information.

          Reports should be mailed to reach the Washington office
no later than the 6th of each month, with carbon copies to the
Branch Area Chiefs.

          This memorandum supersedes all previous instructions
pertaining to the preparation of the Monthly Report of Significant
Happenings, contained in Ground Water Branch Memoranda 54.6,
54.14, and 54.52.
