			<abstract>This is a point coverage of the 1990 Census of Population and
Housing for the conterminous United States.  (Alaska and Hawaii are
available separately).  The coverage contains the location of
population points retrieved at the block group summary level and
shows the total number of persons and housing units enumerated in
the "100 percent processing" component of the decennial census.
The data was extracted from CD-ROMs containing Public Law 94-171
counts.  These are counts that States use in redistricting.

			<purpose>This coverage is intended to be used for any desired GIS
application involving total population or housing.

The National Water Quality Assessment program intends to use the
population data to indicate areas of suburban and urban
development, which will have an impact on water quality.

population and housing unit counts using the "EXTRACT" program
provided on the disks.  This is a menu-driven program that allows
the user to select the geographic level of detail and fields to be
extracted from the data base.  The data is organized by state.

The summary level of block group (740) was chosen.  The following
items were selected from the data base:

point coverages for each state.  Land and water area measurements,
which were reported in thousandths of square kilometers in the
original data, were changed to square kilometers in the coverages.
The state coverages were appended into one coverage for the
conterminous United States.

ST is the state postal abbreviation.

CENSUS_ID is a code for the geographic area.  The 19-column code is
a combination of individual codes for block group, census
tract/block numbering area, county FIPS code, county subdivision,
place, and state FIPS code.  The individual codes could have been
combined in any way.  There is not necessarily any significance to
the order in which the codes are combined into CENSUS_ID.

Census block groups are the next to smallest geographic area in the
Bureau of the Census hierarchy of geographic presentation, which
is:

&gt;Block group
&gt;Block

A block group is a cluster of blocks having the same first digit of
the 3-digit identifying numbers in a census tract/BNA.  In the data
tabulations, a geographic block group may be split.  Therefore,
SOME OF THE BLOCK GROUPS CONTAIN MORE THAN ONE POPULATION POINT.
Block groups do not cross census tract or block numbering area
boundaries.

Census tracts are small, relatively permanent statistical
subdivisions of a county.  They are identified by a four-digit
basic number and may have a two-digit suffix.  Census tract numbers
range from 0001 to 9499.9 and are unique within a county.  The
suffix .99 identifies a census tract that was populated entirely by
persons aboard one or more ships.

Block numbering areas (BNAs) are small statistical subdivisions of
a county for areas where census tracts are not established.  They
are identified by a four-digit basic number and may have a
two-digit suffix.  BNA numbers range from 9501 to 9980.99 and are
unique within a county.  The suffix .99 identifies a census tract
that was populated entirely by persons aboard one or more ships.

Suffixes in the range of .80 through .98 usually identify census
tracts or BNAs that were revised or created during the 1990 census.
Some of these revisions may have resulted in census tracts or BNAs
that have extremely small land area and may have little or no
population or housing.

Census tracts and BNAs do not cross county boundaries.

AREA_LAND is the land area of the Census block group that the point
represents in square kilometers.  Area was calculated from the
boundaries in the TIGER/Line files.

AREA_WATER is the water area of the Census block group that the
point represents in square kilometers.  Area was calculated from
the boundaries in the TIGER/Line files.

POP90 is total population.

HU90 is total housing units.  A housing unit is a house, apartment,
mobile home or trailer, a group of rooms, or a single room occupied
as separate living quarters.  Both occupied and vacant housing
units are included.

The location of each point represents the approximate geographic
center of the block group.
