			<abstract>This data set consists of areas permitted for irrigation, storage, evaporation, and disposal of treated sewage effluent in the Upper Carson River Basin, California and Nevada. It was compiled at 1:24,000-scale from maps, figures, and verbal and written communication provided by permitting agencies, Nevada Department of Environmental Protection (NDEP), public utility districts, and permitees. This data set contains the permitted area not the actual area where effluent is applied to the land.</abstract>
			<purpose>These data were created as part of a U.S. Geological Survey study, done in cooperation with the Carson Water Subconservancy District, to determine sources of phosphorus to the Carson River (Alvarez and Seiler, 2004).  It was created to provide areas permitted for irrigation, storage, evaporation, and disposal of treated sewage effluent for the upper Carson River Basin, California and Nevada for use in spatial analysis.

Verification was done by visual and manual comparison, combined with on-screen review, of the source with hard copy plots. Corrections were made until two visual and manual comparisons, combined with on-screen review, determined 100 percent of the digital attribute data matched the original source information.</attraccr>

					<horizpae>Errors resulting from the quality of the source information, the automation process, and the scale resolution can impact the accuracy of the data.  The errors resulting from the quality of the source map and the automation process are unknown.  The inherent error of a 1:24,000-scale map is approximately 12 meters according to the National Map Accuracy Standards of 1947.

The horizontal positional accuracy was verified by visual and manual comparison as described in the Accuracy Report and the Process Steps and matches the positional accuracy of the original source information.  The horizontal positional error is deductively estimated at 15 meters.</horizpae>

2. The analog information was transferred to 1:24,000-scale USGS topographic maps using roads and other landmarks as guides.  This information was then digitized on-screen using the DRGs and Douglas County aerial photos as guides.
3. For Carson City, a list of facilities was provided and the facilities were digitized on-screen using the Carson City aerial photo as a guide.

2. Using ArcGIS(R), the California information was projected from decimal degrees NAD 1983 to UTM zone 11 NAD 1927.  It was then converted from shapefile to ArcInfo(R) coverage format.  Using the ArcInfo(R) ArcEdit module, the California data were merged with the exisiting Nevada data set and the attribute information was updated.
