phosphorus content of animal wastes produced annually for the
years 1982, 1987, and 1992.  The estimates are based on animal
populations for those years from the 1992 Census of Agriculture

The data set includes several components..

2. Tabular component - Nine tab-delimited ASCII lookup tables
of animal counts and nutrient estimates organized by 5-digit
state/county FIPS (Federal Information Processing Standards)
code.  Another table lists the county names that correspond to the
FIPS codes.

The use of trade names is for identification purposes only
and does not constitute endorsement by the U.S. Geological
Survey.
			</abstract>
			<purpose>These estimates are intended for large-scale ground- and
surface-water analyses of nutrient sources or changes in these
sources.  These data on nutrients in manure can be compared to
fertilizer inputs of nutrients.
			</purpose>
			<supplinf>The amount of nitrogen and phosphorus present in manure (in
kilograms) has been calculated for each county of the United
States.  The procedure is identical to that of Smith and others
(1997), which covered the year 1987.  Nutrient estimates for the
years 1982 and 1987 were computed again for the data set here,
and the results were checked against the results computed
previously by Alexander (written commun., 1992) for those years
to ensure that they were identical.

Limitations..

The estimates are county level and are based on estimates of the
nutrient content of animal manure produced per 1,000 pounds of
animal weight on a daily basis.

One important limitation of the animal population numbers from
the Census of Agriculture is that for some counties and animal
classes, no data are reported. This limitation reportedly is the
result of restrictions on including animal population data for
counties where animal production is dominated or limited to one
business or farm. These data therefore are considered trade
secrets and may not be included in the county-based data. This
limitation on population data at the county level results in
discrepancies when county-based data are summed and compared to
national animal population totals. At the present we have no way
of estimating animal populations for those counties with missing
data and further have no way of determining which counties are
missing data. Therefore, the animal manure, nitrogen and
phosphorus estimates for some counties are an underestimate of
the total nutrient form animal manure in those counties.

				<procdesc>PREPARE COUNTY POLYGON COVERAGE.
The county polygons are provided for the convenience of users to
display the data for the conterminous United States and were
not used in computing the nutrient estimates.  (Although Alaska
and Hawaii are included in the data base, those county lines are
not included in the set of polygons.) The county polygons are
from a generalized version of the 1:2,000,000 Digital Line Graph
(DLG) series data.  The generalized version was designed for
page-size display at the 1:34,000,000 scale and does not contain
some of the smaller county equivalents such as the independent
cities in Virginia.  Any similar county coverage containing
5-digit state/county FIPS (Federal Information Processing
Standards) codes may be substituted by the user.  The FIPS code
is necessary as a key to the lookup tables of manure data.

The U.S. Geological Survey Cartography and Publications Program
prepared the county spatial data in 1988 by generalizing the
1:2,000,000 county DLG data using ARC/INFO.  Here is the general
procedure.

Due to the magnitude of the data to be handled, the country was
divided into EAST and WEST portions along the Mississippi River
These regional coverages were again divided into an exterior arc
coverage, containing those arcs that defined the universal
polygon and an interior arc coverage.  So as to not generalize
counties into oblivion and to keep some degree of
recognizability, interior arcs were treated as if the editing
scale was 1:17,000,000, while exterior arcs, (those displaying
the most curvature), were handled at the scale of 1:34,000,000.

The general ARCEDIT strategy applied to each coverage
went as follows:

- Set cover-id of all arcs to 1
- Split arcs along key visual points
- Densify arcs with a tolerance of 680 meters (340 meters for
  interior arcs)
- Generalize arcs at 6800 meters (3400 meters for interior
  arcs)
- Spline arcs at 680 meters (340 meters for interior arcs)
- Generalize arcs at 680 meters (340 meters for interior arcs)
- Remove arcs and labels for exterior polygons (islands) with
  an area of 185,000,000 sq meters or less
- With the use of SNAPCOVERAGE, SNAPFEATURES, and a snapping
  tolerance of 1000 meters, snap the nodes of interior arcs to
  the arcs of the exterior coverage
- Retrieve exterior arcs into interior coverage with the GET command
- MAPJOIN sectionals into complete U.S. coverage
- Unsplit arcs

Each polygon (county) has only one label and a valid FIPS Code.

NOTES:

1. Some polygons with an area of 185,000,000 square meters or
less were not deleted due to their importance for county
identification. Thus, the larger polygons (islands) that
distinguish the counties of San Juan and Island in the state of
Washington and the arcs that make up the counties of Kings and
New York in the state of New York were not eliminated.

2. For islands within the Great Lakes that are under Canadian
jurisdiction, a cover-id of 9999 and a FIPS Code of 99999 were
designated.  However, the Great Lakes themselves were coded
with a Cover-id of 9999 and a FIPS Code of 90000.

3. Only the following independent cities of Virginia are
displayed at this scale: Chesapeake (FIPS code 51550),
Hampton (51650), Newport News (51700), Richmond (51760),
Suffolk (51800), and Virginia Beach (51810). [Arlington (51013)
was added April 1989.]

4. The following Virginia independent cities, which are too
small to be displayed at this scale, were incorporated into the
following counties or independent cities.

Certain cattle categories (140002, 140018) were not included in
the animal wastes estimates because the populations are accounted
for under other categories.

140002 = total of all cattle and calves (140018+140052+140068)
140018 = cows and heifers that have calved (140020+140036)

Ducks, geese, pigeons, pheasants, quail and other poultry were
not included in the estimates either.

Nutrient estimates were based on nutrient content of daily
wastes produced per 1000 pounds of animal weight, which were
obtained from the Soil Conservation Service (1992).  The
estimated animal weights were obtained the from the National
Agricultural Statistics Service (K. Cavett, verbal
communication, 1990). Estimates of nutrient content, in some
cases, represent an average of the reported range of values or
are assumed values.

The nutrient estimate for the years 1982, 1987 and 1992 are
calculated as:

Because 1992 is a leap year, the calculation uses 366 days per
year as the number of days per year.

The following SAS program describes how the the estimation
method was carried out for the state of Wyoming.  The estimates
were carried out on a state by state basis, and then the results
were appended for the nation.

For each State there is a record with a pseudo county code of
998, "All other counties." This record sums the data that were
not published because of Census disclosure rules;  no data is
published that would disclose the operations of an individual
farm.

As part of the review of this data set, we learned that
TURKEY-HENS are a subset of TURKEYS.  Instead of re-running the
SAS program, we subtracted the estimates for TURKEY-HENS from
the totals for nitrogen and phosphorus.
