			<purpose>This coverage was intended for displaying seasonal maps of
precipitation and temperature in the National Water Summary
series of reports.

The following is taken from original documentation supplied by
Curtis Price:

THIS COVERAGE BEGAN AS TWO TEXT FILES OF IDS AND COORDINATES AND
A FILE OF LABEL ATTRIBUTES SUPPLIED BY NCDC. ONE TEXT FILE HAS
BOUNDARY ARCS OF CLIMATE DIVISIONS (NOT INCLUDING STATE BOUNDARIES)
AND THE OTHER HAS LABEL COORDINATES FOR CLIMATE DIVISION POLYGONS
ATTRIBUTES INCLUDED A STATE NUMBER (ST#) AND A DIVISION NUMBER
WITHIN THAT STATE (1-9) (DIV#).  STATE BOUNDARIES WERE NOT READILY
AVAILABLE IN A NICE CLEAN FORMAT THAT COULD BE EASILY GENERATED
INTO POLYGONS WITH THE BOUNDARY DATA.  A USA COVERAGE WE HAD IN
NEW JERSEY WAS IN AN UNKOWN ALBERS PROJECTION.  IT WAS WARPED
TO MATCH THE CLIMATE DIVISION BOUNDARIES USING ARCEDIT/ADJUST
PROCESSING. BECAUSE OF THIS, THE ACCURACY OF THIS COVERAGE IS
NOT THAT GOOD, BUT IS CERTAINLY SUITABLE FOR ANALYSIS AT SCALES
GREATER THAN 1:20M.
